Thorough floor preparation or surface preparation is the key to a good outcome. To skimp is to risk the eventual finished surface failing, and therefore needing grinding down and reapplying, or worse scraping up and starting again. Ideally previous coats should be removed using a floor grinder with grinding diamonds or PCDs or scabbled - planed back down to bear concrete. Too smooth a surface will prevent the product applied bonding, in which case a light grind with a floor grinder will give the correct surface. Ensure that damp is not a problem and either resolve the source or prime the surface with a DPM.
